Sa particularit\u00e9 est d&#8217;avoir \u00e9t\u00e9 con\u00e7u de sorte que les proc\u00e9dures administratives destin\u00e9es \u00e0 d\u00e9terminer l&#8217;\u00e9ligibilit\u00e9 ne deviennent pas elles-m\u00eames un obstacle \u00e0 l&#8217;aide.<\/p>\n<p>&nbsp;<\/p>\n<p>Apr\u00e8s un projet pilote lanc\u00e9 en d\u00e9cembre dernier, le programme a d&#8217;abord \u00e9t\u00e9 d\u00e9ploy\u00e9 de mai \u00e0 ao\u00fbt de cette ann\u00e9e dans 7 sites r\u00e9partis sur 5 districts et arrondissements \u2014 Ganghwa-gun, Yeonsu-gu, Namdong-gu, Bupyeong-gu et Gyeyang-gu \u2014 o\u00f9 il a re\u00e7u un accueil favorable. La ville cr\u00e9e cette fois 7 sites suppl\u00e9mentaires dans 6 districts et arrondissements, portant l&#8217;ensemble \u00e0 14 sites dans 11 districts et arrondissements.<\/p>\n<p>&nbsp;<\/p>\n<p>Cette extension d\u00e9butera le 8 avec le food market de Jemulpo-gu, suivi des food markets de Geomdan-gu, de Yeongjong-gu, des points 1 et 2 du food market de Michuhol-gu, du food market de Seohae-gu ainsi que de deux cantons (myeon) d&#8217;Ongjin-gun, qui ouvriront progressivement ; d&#8217;ici la fin du mois, le dispositif sera op\u00e9rationnel dans tous les districts et arrondissements. Chaque site fonctionnera \u00e0 jours fixes, trois fois par semaine et au moins trois heures par s\u00e9ance.<\/p>\n<p>&nbsp;<\/p>\n<p>Ce programme ne se limite pas \u00e0 la simple distribution de biens. Un accompagnement approfondi est men\u00e9 en parall\u00e8le lors de la fr\u00e9quentation des lieux, afin de rep\u00e9rer pr\u00e9cocement les m\u00e9nages en situation de crise ayant un besoin urgent d&#8217;aide suppl\u00e9mentaire et de les orienter vers des services d&#8217;aide sociale publics et priv\u00e9s. Jusqu&#8217;en juillet de cette ann\u00e9e, quelque 4 000 habitants ont eu recours au &#8216;Geunyang-deurim&#8217;, et ce processus a donn\u00e9 lieu \u00e0 environ 1 700 entretiens sur place et \u00e0 quelque 160 orientations vers des services sociaux. Le dispositif joue ainsi un r\u00f4le de point de contact : il permet de rencontrer, au guichet de distribution, les habitants ayant besoin d&#8217;aide et de les relier au filet de s\u00e9curit\u00e9 sociale.<\/p>\n<p>&nbsp;<\/p>\n<p>La ville pr\u00e9voit, m\u00eame apr\u00e8s l&#8217;extension \u00e0 tous les districts et arrondissements, de continuer \u00e0 suivre en coop\u00e9ration avec chaque district, arrondissement et organisme gestionnaire la fr\u00e9quentation et les besoins des habitants, et de perfectionner le programme en tenant compte des retours du terrain.<\/p>\n<p>&nbsp;<\/p>\n<p>Kim Min-jeong, directrice du Bureau de la sant\u00e9 et des affaires sociales de la ville, a d\u00e9clar\u00e9 : \u00abLe &#8216;Geunyang-deurim&#8217; est un programme essentiel qui fournit imm\u00e9diatement nourriture et produits de premi\u00e8re n\u00e9cessit\u00e9 et qui relie les habitants au filet de s\u00e9curit\u00e9 sociale dont ils ont besoin,
