First, the office could only be held by a native of Mahan — no matter how powerful a Jinhan or Byeonhan chief became, he could never claim the title, since it was tied to a specific hereditary legitimacy passed down within Mahan itself. Second, Jinwang could not simply seize the throne by force; the position required the collective recognition of the member states. This was not a hegemon who imposed order through strength, but a symbolic authority granted by consensus — not unlike how the Holy Roman Emperor’s title required electoral endorsement rather than conquest alone.

Underpinning this structure was the ranked hierarchy of Sinji (臣智) and Eupcha (邑借). The chief of a powerful state took the title Sinji; a lesser chief, Eupcha. Particularly eminent Sinji were sometimes granted honorific titles such as Sinun-gyeonjibo or Gusajinjiryeom — titles applied not only within Mahan but across Byeonhan and Jinhan chiefs as well. In other words, the Sinji-Eupcha ranking functioned simultaneously as each state’s internal power structure and as a shared vocabulary of status spanning all of Samhan — comparable to how medieval Europe’s duke-count-baron hierarchy cut across multiple kingdoms.

Why, then, did Mahan never consolidate into a single kingdom? Scholars point to the fact that individual states, buoyed by iron production and wet-rice agriculture, had already achieved considerable economic self-sufficiency — there was little incentive to submit to Mokjiguk’s rule. Another theory holds that Jinwang’s authority rested not on military force but on a monopoly over diplomatic access to the Chinese commanderies of Lelang and Daifang — control over trade and investiture, a scarce resource no single small state could secure alone.

Period

c. 1st century BCE – 3rd/4th century CE

Key Power

Jinwang of Mokjiguk

Scale

54 of Samhan’s 78 total states

Hierarchy

Sinji (臣智) → Eupcha (邑借)

            🔍 International Academic Perspectives

Korean Scholars

Most locate Mokjiguk in the Cheonan (Jiksan) area, though Iksan and Naju remain competing candidates.
