Guro District (Mayor Jang In-hong) announced the implementation of a new directive expanding the types of businesses eligible to move into knowledge industry centers located outside industrial complexes.

Previously, tenants were limited to manufacturing, ICT, and knowledge-based industries. However, due to oversupply and economic downturns, vacancy risks have increased, and it has been pointed out that strict entry conditions no longer reflect actual market demand.
In response, Guro District revised its regulations under Article 28-5 of the Act on Industrial Cluster Development and Factory Establishment and Article 36-4 of the Enforcement Decree, allowing broader entry into knowledge industry centers outside industrial complexes.
The newly permitted business types include:

General and Specialized Construction

Electrical Engineering

Information and Communications Engineering

Financial Services
-
Legal and Tax Professional Services
-
Auto and Motorcycle Repair
-
OEM (Original Equipment Manufacturer) Manufacturing
The district expects that the expansion will encourage inter-industry collaboration, reduce vacancy rates, and stimulate the local economy. Additionally, by integrating technology, finance, and legal services, the centers are anticipated to foster a self-sustaining industrial ecosystem.
Mayor Jang emphasized that this measure will go beyond simply expanding eligibility and will transform the region’s industrial ecosystem into a more flexible and competitive environment.
The new regulations will take effect from April 21, 2025. Businesses found operating outside the permitted categories (such as illegal gambling operations) will be subject to immediate legal action.
