Gyeonggi Province announced an additional bid for the public management system for city buses in the second half of 2024 on August 23. This bid aims to convert eight existing routes to public management and establish four new routes in areas with poor public transportation, such as Paju City and Gimpo City. The bid will be held on the Gyeonggi Transportation Corporation website from August 23 to September 6, and the final selected transportation operator will begin operation sequentially after signing an implementation agreement.

Gyeonggi Province is promoting the 2nd and 3rd route bidding since April, and is trying to strengthen the stable operation of non-profitable routes and the establishment of new routes centered on residents through the public management system route bidding type. The Gyeonggi Province-type quasi-public system, the ‘city bus public management system route bidding type’, selects a transportation operator through open competition, and the selected operator operates the route for a certain period with a limited license.
In this second round of route bidding, eight existing routes will be converted to public management. The routes are ▲Yongin-si No. 45 ▲Namyangju-si No. 115 ▲Paju-si No. 150, 900, 80, 567 ▲Uijeongbu-si No. 5 ▲Dongducheon-si No. 51.
In addition, in the third route bidding, four new routes will be introduced in consideration of the opening of the metropolitan express railway and the connection with existing subway stations. The new routes consist of ▲1 in Paju City, ▲2 in Gimpo City, and ▲1 in Anseong City, and these routes are mainly aimed at improving public transportation services in areas with poor transportation conditions.
Gyeonggi Province expects that this route bidding will be an important opportunity to increase transportation convenience for residents and strengthen publicness. In particular, the Gyeonggi Transportation Corporation will conduct a bidding announcement and recruit operators, and select the final transportation operator through a bidding process such as evaluating proposals. After signing an implementation agreement with the operator selected in this process, the route operation will begin sequentially.
Bae Soon-hyung, head of Gyeonggi Province’s bus policy division, said, “In order to efficiently reorganize city bus routes and improve public transportation services, we will continue to work to expand the route bidding system, in which the public sector holds route rights and selects transportation operators through open competition.”
