Large-scale projects such as &#8216;Eight City&#8217; and &#8216;Noeulbit Town&#8217; collapsed one after another in the past, and in 2018 the area went through the upheaval of being removed from the Free Economic Zone.<\/p>\n<p>&nbsp;<\/p>\n<p>The burden residents bore through this process was considerable. Prolonged restrictions on land use severely limited the exercise of their property rights, while a shortage of infrastructure such as roads and parks steadily worsened living conditions. For residents who had endured these regulations in the hope of eventual development, a tangible recovery had become urgently needed.<\/p>\n<p>&nbsp;<\/p>\n<p>The newly confirmed Yongyu 2 urban development project is intended to break through these long-standing local challenges, with Yeongjong-gu participating directly as the project operator. The project will be carried out through the land-substitution (hwanji) method, with a total project cost of about 45 billion won. After Yeongjong-gu requested approval for the zone designation in September 2025, the city moved swiftly to complete administrative procedures\u2014including consultations with relevant agencies and deliberation by the Urban Planning Committee\u2014laying the groundwork for the project to begin.<\/p>\n<p>&nbsp;<\/p>\n<p>Under the development plan, the zone will be furnished with an administrative town to improve residents&#8217; access to public services, along with systematically arranged housing facilities. In addition, urban infrastructure such as roads and parks, which had fallen into disrepair, will be extensively expanded. Through this, the Yongyu area is expected to be reborn as a pleasant, well-planned city befitting a gateway to the metropolitan region.<\/p>\n<p>&nbsp;<\/p>\n<p>For residents, the significance of this announcement goes beyond the mere resumption of development. It opens a practical path to exercising property rights over land that had long been tied up, while improving the residential environment as the previously lacking living infrastructure is put in
