The Ministry of Science and ICT announced that on September 15 it signed a Framework for Nurturing Science and Technology Talent with Kazakhstan’s Ministry of Science and Higher Education, laying the groundwork for future-oriented cooperation between the two nations. The signing took place on the occasion of the Korea-Kazakhstan summit.

Korea has grown into a world-class science and technology powerhouse by investing continuously in cultivating talent, including through KAIST. Kazakhstan, by contrast, is the world’s largest producer of natural uranium and a resource-rich nation holding crude oil, gas and minerals, and it has been devoting its efforts to developing talent in order to shift toward advanced industries. To this end, it has been pursuing the adoption of the KAIST model as the basis for an institution that will train core talent in science and engineering.

Against this backdrop, the two sides agreed to cooperate for the successful establishment and operation of a Kazakhstan science and technology institute benchmarked on KAIST. Going forward, they plan to cooperate across the entire process, from building the foundation for the institute’s establishment to strengthening faculty capacity, promoting student exchanges, and developing and operating curricula, and they also intend to share best practices and policies for nurturing science and technology talent.

The framework does more than contribute to cultivating core local science and technology talent. It carries significance in that it spreads Korea’s advanced science and technology education and research systems to Central Asia and lays a bridgehead that will one day connect the innovation ecosystems of both countries. It is particularly seen as a reciprocal cooperation model that shares mutual benefits, moving beyond a one-way approach of assisting developing nations.

Bae Kyung-hoon, Deputy Prime Minister and Minister of Science and ICT, said, ‘On the occasion of this Korea-Kazakhstan summit, the two countries’ partnership in science and technology has developed into a more substantive and future-oriented partnership at a higher level.’ He added, ‘We will continue to work closely with Kazakhstan and do our utmost to ensure that this achievement leads to the cultivation of outstanding global science and technology talent who will drive future growth and prosperity.’
