The city of Incheon will begin accepting additional applications for its early-scrappage support program for aging diesel vehicles starting September 1. Drawing on roughly 1.2 billion won left over after the first-half rollout, the city will provide subsidies on a first-come, first-served basis to some 400 aging diesel vehicles and construction machines.

The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that, in an effort to reduce air-pollutant emissions and create a cleaner atmospheric environment, it will begin accepting additional applications for its early-scrappage support program for aging diesel vehicles on September 1. This round of applications will be funded by about 1.2 billion won remaining after the first-half program, with roughly 400 aging diesel vehicles and construction machines set to receive subsidies.

Eligible for support are all vehicles rated emission Grade 5 regardless of fuel type, Grade 4 diesel vehicles, three types of road-use construction machinery manufactured under emission standards applied before August 31, 2009 (dump trucks, concrete mixer trucks, and concrete pump trucks), and forklifts or excavators manufactured before 2004.

Notably, this year marks the last year of the early-scrappage support program for Grade 5 automobiles (excluding the five categories of construction machinery), as the program will be terminated entirely at the end of 2026. For eligible owners, it is effectively the final opportunity for support. All eligible vehicles must meet the requirement of having been owned for at least six months. In addition, the secondary vehicle-purchase subsidy previously paid after scrapping a Grade 5 vehicle under 3.5 tons has been abolished, and owners of Grade 4 vehicles under 3.5 tons can receive the secondary vehicle-purchase subsidy only when they buy an eco-friendly vehicle, such as an electric, hydrogen, or hybrid model, after early scrappage.

Applications will be accepted on a first-come, first-served basis from September 1 until the budget is exhausted. Applicants may apply online through the Automobile Emissions Integrated Computer System (https://www.mecar.or.kr) or send documents by registered mail to the Korea Automobile Environmental Association (6th floor, Daehan Smart Tower, 317 Simin-daero, Dongan-gu, Anyang-si, Gyeonggi-do).

Woo Mi-hyang, head of the city’s Air Conservation Division, said, ‘As this is the last chance to provide early-scrappage subsidies for Grade 5 automobiles, we hope eligible owners will take an active interest and participate. Because this additional round is being carried out with a limited remaining budget, it is expected to close early, so we urge citizens who wish to apply to hurry.’ She added, ‘Early-scrappage support for Grade 4 diesel vehicles and construction machines, excluding Grade 5 automobiles, will continue next year, so citizens who miss the chance this year are encouraged to use next year’s program.’

Detailed information is available in the ‘Early-Scrappage Subsidy Support Program Announcement’ on the notices board of the Incheon Metropolitan Government website (https://www.incheon.or.kr). For other inquiries, contact the Korea Automobile Environmental Association call center (1577-7121) or the Incheon City Hall Air Conservation Division (032-440-3554).
