The Incheon Metropolitan Government (Mayor Park Chan-dae) has designated the five days from September 23 to 27 as a ‘special traffic measures period for the Chuseok holiday,’ stepping up efforts to reinforce public transportation capacity and strengthen traffic safety. The core aim is to expand mid- and long-distance transportation on which returning travelers converge, while easing the burden on citizens through toll waivers and permitted parking.

The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that, in order to support citizens in traveling safely and comfortably to and from their hometowns during the Chuseok holiday, it has designated the five days from September 23 to 27 as a ‘special traffic measures period for the Chuseok holiday’ and will carry out comprehensive special traffic measures.

During the holiday, public transportation ridership in the Incheon area is projected to average 504,076 passengers per day, an increase of 4,174 (0.8%) over normal times. While urban railway ridership is expected to fall as commuting demand declines, demand for mid- and long-distance transportation such as express and intercity buses and passenger ferries is expected to rise sharply as more people travel to their hometowns and visit ancestral graves. Accordingly, the city plans to expand capacity on modes that see concentrated use, while flexibly operating city buses and the urban railway, whose demand decreases, according to their characteristics.

First, express and intercity buses will be expanded from 301 vehicles and 416 runs in normal times to 359 vehicles and 475 runs during the special measures period, raising the daily average number of passengers carried from 5,254 to 9,072, an increase of 72.7%. Express buses will be increased by 19 vehicles and 18 runs, and intercity buses by 39 vehicles and 41 runs. Passenger ferries for those returning to island areas will also be increased by 8 runs, from 67 to 75 in normal times, to support the movement of residents in island regions.

Although commuting demand on the urban railway is expected to decline, service will be extended late at night by 10 runs a day for the convenience of those returning home in the late hours. This comprises 2 runs on the Incheon Line 1, 4 runs on the Incheon Line 2, and 4 runs on Line 7, with service extended until 2 a.m. based on the terminal station over the two days from September 26 to 27. City buses will maintain reduced holiday operations, but routes toward the Incheon Family Park, where those visiting ancestral graves are expected to gather, will be intensively managed for traffic conditions.

Traffic safety measures will also be strengthened. Ahead of the holiday, the city will conduct safety inspections of major transportation modes and facilities such as buses, taxis, the urban railway, and terminals, and will provide special training for transport workers on compliance with traffic laws and safe-driving guidelines. From September 23 to 27, a special traffic measures situation room will operate to monitor public transportation in real time along with major congestion sections, and an emergency contact system will be maintained with related agencies including the county and district offices and the police. Should unexpected situations such as traffic accidents, worsening weather, or congestion arise, the city plans to cooperate swiftly with related agencies to minimize inconvenience to citizens.

Support measures that citizens can directly feel have also been prepared. Tolls on the Wonjeoksan Tunnel and the Manwolsan Tunnel will be waived for the four days from September 24 to 27 to ease the transportation cost burden on vehicles traveling to and from hometowns, and parking will be temporarily permitted on roads around 22 traditional markets to help shoppers during the holiday and those visiting local commercial districts. This is seen as a measure that goes beyond mere traffic management to consider ordinary citizens’ living costs and the local economy during the holiday season.

Park Seong-sun, director general of the city’s Transportation Policy Bureau, said, ‘During the Chuseok holiday, when travelers to and from their hometowns are concentrated, we will support citizens’ comfortable travel through measures such as extended late-night urban railway service,’ adding, ‘We will work closely with related agencies to carefully manage traffic conditions and respond swiftly to any unexpected situations.’
