The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that it will hold the 2026 Incheon International Disaster Resilience Leaders Forum from September 7 to 8 at Songdo Convensia. Now in its fifth year, the forum is an international event co-hosted by the City of Incheon, the UN Office for Disaster Risk Reduction (UNDRR) Office for Northeast Asia, and the Incheon Institute, with support from the Ministry of the Interior and Safety.

This year’s theme is ‘Implementing Locally Led Resilience in an Era of Compound Risks and Digital Transformation.’ As disaster risks grow increasingly complex and difficult to predict, the forum will share cases of preemptive disaster management using artificial intelligence (AI) and digital technology, and focus discussions on practical measures for strengthening locally led resilience.

The event will draw some 200 participants, including representatives of overseas cities from about 30 countries, officials from international organizations, disaster-safety experts from home and abroad, and members of the public. Kim Yong-gyun, Director-General of the Natural Disaster Bureau at the Ministry of the Interior and Safety, will deliver the keynote address, while Ming Zhang, Director of the Information and Guidance Division at China’s Ministry of Emergency Management, and Raisa S. Treñas, Mayor of Iloilo City in the Philippines, will join to share their respective cities’ experiences.

The program comprises an opening ceremony and keynote address, followed by five regular sessions, three special sessions, and exhibitions and hands-on programs showcasing best practices. Each session will address action plans that can be applied directly in the field, such as risk-informed investment, the use of digital technology, and community-centered resilience building.

Since the UNDRR Office for Northeast Asia opened in Songdo in 2009, Incheon has sustained international cooperation for disaster risk reduction and urban resilience. In 2021, it became the first city in Asia and the sixth in the world to earn ‘Resilience Hub City’ certification, expanding its network of international cooperation. The forum is significant in that it builds on this accumulated experience to elevate disaster-response capabilities directly tied to citizens’ safety to a higher level.

Participation is open through both advance and on-site registration, and detailed program and speaker information is available on the official website (https://idrlf.kr/).

Sim Yeon-sam, head of Incheon’s Citizen Safety Headquarters, said, ‘As the disaster environment changes rapidly with climate change, urbanization, and digital transformation, the role of cities and communities that understand local risks most accurately is more important than ever.’ He added, ‘We hope this forum will bring together the valuable experience and wisdom of cities and experts from home and abroad, and become a meaningful opportunity that leads to practical local policies and implementation.’
