Incheon's Jemulpo District (Mayor Kim Chan-jin) will launch a new "Local Tax Arrears Management Team" this year to efficiently clear outstanding local tax and non-tax revenue arrears and help establish a sound tax-paying culture.

The management team will operate by visiting the homes and workplaces of small-sum delinquent taxpayers directly to understand the circumstances behind their arrears and their living conditions. The idea is to move away from uniform collection administration by applying different counseling methods and levels of payment encouragement depending on the type of delinquency identified.
In particular, the district plans to provide ongoing management to encourage faithful payment among delinquents who have the ability to pay but have long put off paying their taxes, while for livelihood-related delinquents whose arrears stem unavoidably from financial hardship, it will link them with the district office's welfare department so they can receive the welfare services they need. The aim is to look after blind spots in the welfare safety net, not simply to collect taxes.
The district also plans to actively promote existing tax-payment support programs, such as installment payment plans, to encourage voluntary payment among delinquent taxpayers. Through on-site-focused arrears collection activities, the district aims to both increase local tax revenue and help establish a culture of faithful tax payment.
Jemulpo District plans to publicize the operation and outcomes of the arrears management team through various channels, including the district's website, press releases, social media and electronic display boards, to broaden residents' understanding and build consensus.
"Through the operation of the arrears management team, we will pursue on-site-focused, tailored arrears resolution and, for livelihood-related delinquents, strengthen our links with welfare services, practicing proactive administration that takes taxpayers' circumstances into account," said Jemulpo District Mayor Kim Chan-jin. "We will continue to do our utmost to ensure fair tax administration and secure stable local tax revenue."
