The Ganghwa-gun Welfare Foundation (Chairman Han Seok-hyeon) held four SMG roundtable meetings with the heads of social welfare facilities in the county from the 6th to the 10th, listening firsthand to opinions from the welfare field. The gatherings were designed to reflect field-level difficulties in policy and to strengthen cooperation among agencies through free-flowing, small-group discussions.

The Ganghwa-gun Welfare Foundation held four SMG roundtable meetings with the heads of social welfare facilities in the county over four days, from the 6th to the 10th.

An ‘SMG (Small Meeting Group)’ is a small group made up of the heads of senior residential facilities, senior day-use facilities, children’s, disability and other facilities, and child welfare facilities within the county. Rather than holding large-scale meetings, the foundation divided participants by facility type to create an environment in which attendees could speak freely and without pressure.

The meetings were arranged to hear a wide range of opinions from the social welfare field through free discussion centered on small groups, and to strengthen the cooperative framework among agencies. The attending leaders discussed at length the difficulties they experience on the ground as well as their policy proposals.

One social welfare facility head said, “I am grateful for the welfare foundation’s efforts to hear the voices of the field directly and reflect them in its policies and programs.” Another leader added, “Even the smallest opinion from the field is a valuable asset for the development of local welfare, so I hope continued communication and cooperation will follow.”

Chairman Han Seok-hyeon said, “Through ongoing communication with the facility heads, we will actively reflect field opinions, further strengthen our cooperation network, and create welfare services that residents can truly feel.”

The quality of welfare services ultimately depends on the operating conditions of the facilities that meet users on the front lines. The foundation’s pledge to maintain a regular channel of communication with facility heads and to reflect field opinions in policy is meaningful in that it can narrow the gap between administration and the field, leading to welfare that residents actually experience.
