Resident flood-response training in normal times; supply of materials and operation of temporary shelters in emergencies
Guro-gu (Mayor Jang In-hong) has established and begun operating ‘Our Neighborhood Flood Response Hubs’ at three flood-prone areas in order to respond swiftly to flood damage during the summer season.

The Our Neighborhood Flood Response Hub is a facility that supports rapid initial response by positioning the flood-control equipment and materials needed in the event of flooding close to the site.
The three hubs are located at: △ Unit B02, 448-9 Gaebong-dong (covering Sugung-dong, Oryu 1-dong, Gaebong 1-dong, and Gocheok 1 and 2-dong); △ Unit B01, 351-21 Gaebong-dong (covering Hang-dong, Oryu 2-dong, and Gaebong 2 and 3-dong); and △ the Guro No. 4 Rainwater Pumping Station at 810-6 Guro-dong (covering Guro 1 through 5-dong, Garibong-dong, and Sindorim-dong).

Each hub has been equipped with 10 mobile flood barriers, 50 compact, lightweight water-blocking devices, 30 small water pumps, and 10 sets of personal safety gear including boots, safety helmets, and raincoats. One staff member has also been assigned to each hub to manage the flood-control materials and equipment and to support on-site response in emergencies.
In normal times, the hubs inspect and maintain flood-control equipment and provide hands-on, field-oriented flood-response training for residents. When an emergency such as torrential rain occurs, they promptly supply flood-control materials and support the response to flood damage as well as the operation of temporary shelters for households vulnerable to disasters.

After securing funding from the Seoul Metropolitan Government’s disaster management fund this past May, the district completed operational preparations, including the remodeling of the hub facilities and the purchase of flood-control materials, and has been operating the three hubs since July 20.
Guro-gu Mayor Jang In-hong said, “To reduce flood damage, it is important to take initial measures quickly at locations close to the site,” adding, “With the Our Neighborhood Flood Response Hubs at the center, we will strengthen a local disaster prevention system in which residents and the administration can respond together.”
