The Incheon Metropolitan City government is launching a next-generation, science-based administrative service built on ultra-high-resolution immersive three-dimensional (3D) maps captured through precision drone photography. In particular, the city has introduced a new ‘Urban Change Over Time (Time-Series) Service’ that allows the past and present of the city to be compared in three dimensions, enabling residents to vividly trace how Incheon has transformed over the years.

Incheon Metropolitan City (Mayor Park Chan-dae) announced that it is fully activating an ‘Immersive 3D Map Service’ using high-capacity 3D geospatial data captured through precision drone photography, and is advancing the project to launch a new ‘Urban Change Service’ that allows the city’s appearance to be compared in three dimensions year by year.

The immersive 3D map is core data that recreates the entire city of Incheon as a virtual space identical to reality. After building data across the whole of Incheon covering 687 square kilometers in 2025, the city is carrying out updates in 2026 by intensively photographing 134 square kilometers of areas undergoing urban change.

The newly introduced ‘Urban Change Over Time (Time-Series)’ function is a next-generation urban management model that allows the past and present transformation of Incheon to be compared and analyzed at a glance in three dimensions. By systematically accumulating and integrating year-by-year 3D geospatial data, precise virtual analysis becomes possible without on-site visits across various administrative fields, such as securing visual openness in the city, landscape review, disaster prevention, and environmental monitoring. This is expected to enhance administrative efficiency while supporting the accuracy of policy decisions.

Such a service carries great significance in that it is not confined to internal administration but is also open to residents. Incheon City is expanding the high-quality 3D maps into a ‘Resident-Tailored 3D Policy Map Service.’ By accessing Incheon City’s iMap (https://imap.incheon.go.kr), residents can view major downtown landmarks and hub areas, three-dimensional terrain and building information, and public policy information closely tied to daily life, as if they were on the scene. This is regarded as an advance in information accessibility, as geospatial data once considered the domain of experts and internal administration can now be directly viewed and used by residents.

Incheon City has also proactively laid the technical foundation to provide a stable service. Last year, it completed preparations to boost service quality, including fully replacing and upgrading the core engine of its geospatial information platform (iMap) with domestically developed software.

Seo Jeong-ha, head of the city’s Land Information Division, said, ‘Through the establishment of ultra-high-resolution immersive 3D maps and the management of urban change, we have further solidified the foundation of an Incheon-style digital twin,’ adding, ‘Going forward, we will continue to keep precise 3D geospatial data up to date and expand private-sector cooperation and public services to raise the value of Incheon as a future-oriented three-dimensional city.’
