The Incheon Metropolitan City (Mayor Park Chan-dae) Waterworks Headquarters announced that it has built and put into full operation an ‘Integrated Water Supply Construction Management System’ that handles the entire water supply construction process digitally.
The system is an integrated administrative framework that processes every stage of water supply construction—from application through site inspection, design, approval, groundbreaking, and completion—in a single place. It was developed to standardize tasks that had been divided across each stage, thereby improving administrative efficiency while providing residents with faster and more convenient public services.
Key functions include electronic registration of water supply construction applications, site inspection result reporting, automatic calculation of construction costs, electronic approval for authorization, groundbreaking, and completion, and linkage with the customer information system. The system is designed so that document processing and approvals, from the application stage through the end of construction, are carried out online.
The changes residents experience are also significant. Residents can immediately check the progress of construction via text message and can be promptly informed of site inspection results and construction schedules. In effect, they can now find out how far construction has progressed without having to inquire directly. In addition, real-time collaboration between district offices and contractors has become possible, which is expected to help shorten the time needed to handle civil applications.
Going forward, the Waterworks Headquarters plans to digitize the water supply management cards that were previously kept on paper and to continuously expand linkages between systems, further shortening processing times and raising the quality of administrative services.
Jang Byeong-hyeon, head of the Incheon Waterworks Headquarters, said, ‘The Integrated Water Supply Construction Management System is a citizen-centered innovation system that standardizes work procedures and enhances administrative efficiency,’ adding, ‘We will continue to provide faster and more convenient water supply administration services through ongoing upgrades of its functions and improvements to the system.’
