The Ministry of Land, Infrastructure and Transport (Minister Kim Yun-deok) has selected 17 policy achievements that citizens can tangibly experience and will pay bonuses to the officials in charge. As the inaugural ceremony of the special performance bonus system introduced for the first time this year, it marks an effort to broaden a performance-centered culture in public service.

On the afternoon of July 3, the Ministry of Land, Infrastructure and Transport held the first Land, Infrastructure and Transport Special Performance Bonus Award Ceremony at the main auditorium of the Sejong Government Complex, awarding bonuses for 17 major achievements, including surpassing 5 million users of the Modu-ui Card, strengthening support for victims of jeonse (lump-sum housing lease deposit) fraud, and laying the groundwork for integrated operation of the KTX and SRT high-speed rail services.
The special performance bonus system, introduced for the first time this year, rewards employees who have produced outstanding work results with compensation commensurate with those achievements. Up to 30 million won is paid per achievement, and it is significant in that it bases rewards on substantive results, moving away from the previous approach centered on seniority or rank.
The selection was carried out by the Special Performance Merit Review Committee, which includes external members and is chaired by Professor Sung Si-kyung of the Department of Public Policy at Dankook University. In particular, for the ‘advancement of the interests of the nation and its people’ category, the review process was broadcast live, and the evaluations of 200 citizen reviewers recruited in advance were reflected in determining the recipients. It is regarded as a case that enhanced administrative transparency, as ordinary citizens took part directly in evaluating public-sector performance.
This round of awards covered 17 achievements involving 81 people. The top amount of 15 million won went to three cases. Six officials, including Deputy Director Lee Mi-rae of the Metropolitan Transport Economy Division at the Metropolitan Transportation Commission, were recognized for helping the Modu-ui Card reach 5 million users by creating a senior category within the fixed-amount public transport fare refund scheme and simplifying the issuance and enrollment procedures. Four officials, including Deputy Director Kim Hyeon-seok of the Jeonse Fraud Victim Support Team, helped victims recover swiftly by introducing a system in which the state guarantees and pays out one-third of the lease deposit up front and settles the amount afterward. Seven officials, including Deputy Director Sim Dong-hwi of the Railway Operation Division, laid the groundwork for resolving seat shortages by enabling cross-operation of the KTX and SRT and integrating their reservation and ticketing systems.
In addition, four cases each received 10 million won: attracting 9 trillion won in private investment to Saemangeum (three officials including Deputy Director Park Ye-seul of the Growth Hub Policy Division), responding to the conflict over convenience-store freight transport (three officials including Director Lee Du-hee of the Logistics Industry Division), addressing the fuel-price crisis in the logistics industry (six officials including Deputy Director Park Sam-beom of the Transport Service Policy Division), and promoting an electric-vehicle battery leasing system (four officials including Deputy Director Choi Yong-gwan of the Automobile Policy Division).
Furthermore, six cases each received 5 million won: improving regulations on parking robots (two officials including Assistant Director Jung So-yeong of the Community Transport Welfare Division), preventing wage arrears at construction sites (three officials including Deputy Director Mun Chae-bin of the Fair Construction Support Division), overhauling the housing supply system (10 officials including Secretary Lee Su-min of the Housing Supply Policy Division), providing financial support for overseas investment development projects (five officials including Deputy Director Lee Sang-go of the Overseas Construction Policy Division), improving the real estate system (11 officials including Director Lee Yu-ri of the Housing Policy Division), and reducing fatalities in construction accidents (four officials including Deputy Director Kim Tae-hyung of the Construction Safety Division). Four cases each received 3 million won: redesigning the regions where the 40-hour workweek applies to corporate taxis (four officials including Deputy Director Shin Jae-yeong of the Transport Service Policy Division), designating land transaction permit zones for foreign nationals (two officials including Deputy Director Lee Yeong-ju of the Land Policy Division), devising a plan for the rapid supply of purchased rental housing (three officials including Deputy Director Park Byeong-gwan of the Housing Welfare Support Division), and improving civil-complaint processing for the ancestral land search service (four officials including Deputy Director Jeon Woo-jin of the National Spatial Information Center).
Minister Kim Yun-deok said, ‘I offer my congratulations and gratitude to all the recipients who created achievements that citizens can feel,’ adding, ‘These results are the fruit of collaboration among all the employees who worked diligently in their respective positions.’ He emphasized, ‘Going forward, we will include not only results-oriented achievements but also challenging tasks among the awards, providing motivation to work more proactively, and through this we will continue to strive to contribute to advancing the interests of the nation and its people.’
Most of the award-winning policies are directly tied to everyday life, such as easing transportation cost burdens, helping jeonse fraud victims recover, and relieving railway seat shortages. Attention is focused on whether this system, which spotlights and rewards the officials behind such achievements, will further spur the discovery of policies that lead to tangible benefits for citizens.
