The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that it held the first plenary meeting of the Public-Private-Political Council for the Seoul Subway Line 7 Cheongna International City Extension Project in the main conference room of Incheon City Hall on August 12, with the goal of normalizing the extension of Seoul Subway Line 7 into Cheongna International City and ensuring its timely opening.

The meeting was arranged to mark the council’s official launch. A total of 36 members attended, including Incheon Mayor Park Chan-dae, National Assembly members Kim Kyo-heung and Lee Yong-woo, three city council members, eight resident representatives recommended by Seohae-gu, 11 experts from various fields, and 12 relevant public officials. Residents, experts, the political sector, and administrative agencies gathered in one place to reaffirm their commitment to normalizing the project.

The meeting began with a ceremony in which Mayor Park Chan-dae presented letters of appointment. This was followed by a report on the project’s progress, after which the council established its operational framework by electing the heads of the four subcommittees that will drive the actual normalization efforts and by finalizing the council’s key operating rules.

The council will operate through four subcommittees to provide specialized responses to each pending issue. The Process Management Subcommittee will analyze the opening schedule and review measures to shorten the construction period, while the Rolling Stock Response Subcommittee will inspect the train manufacturing process and advise on securing replacement vehicles. The Financial and Administrative Support Subcommittee will be responsible for securing national and municipal budgets on time and resolving contract disputes, and the Transportation Measures Subcommittee will handle the preparation of supplementary alternative transportation plans and monitor their implementation.

The council’s co-chairs are the administrative vice mayor, who is scheduled to be appointed, and Lee Seong-wook, president of the Korea Infrastructure Safety Research Institute. National Assembly members Kim Kyo-heung and Lee Yong-woo joined as policy advisory members, and Jeong Hee-yun, former president of the Incheon Transit Corporation, joined as an advisor, reinforcing the council’s policy momentum and technical expertise. City council members, resident representatives, experts, and relevant public officials were evenly assigned to each subcommittee to work on drawing up effective measures.

Residents of Cheongna International City have been closely watching the long-delayed opening of the Line 7 extension. With the launch of this council, a permanent channel has been established to diagnose the causes of the opening delay and to jointly discuss ways to shorten the construction period and provide alternative transportation, raising expectations for easing residents’ transportation inconvenience and enhancing the transparency of the project.

Incheon Mayor Park Chan-dae emphasized, ‘Through this kick-off meeting, residents, experts, the political sector, and administrative agencies have come together as one team to lay a solid foundation for wisely resolving the pending issues of the Cheongna extension project.’ He added, ‘Within legal and technical boundaries, we will pursue flexible and efficient plans to shorten the construction period, transparently share the physical construction limitations and progress on site, and concentrate all our administrative capacity on the swift normalization of the project and minimizing citizens’ transportation inconvenience.’
