The Incheon Metropolitan Government (Mayor Park Chan-dae) has launched a ‘Citizen Watchdog Group’ that allows residents to take part directly in managing the progress of the Seoul Line 7 extension to Cheongna International City. The city said it held the group’s first meeting on August 13 at the council briefing room in the main building of Seohae District Office and has begun full-fledged activities.

The Citizen Watchdog Group was formed to ease the concerns and distrust among residents that have grown amid recent construction delays, and to enhance the transparency of the project. The city explained that it marks the first official step in a ‘field- and livelihood-centered’ communication administration in which citizens take part directly in on-site progress management and make their voices heard.
With the cooperation of Seohae District, the group’s members were selected mainly from residents who actually live in the areas corresponding to each construction section of the Cheongna extension line. The first meeting was attended by around 40 key officials, including the 18 appointed watchdog members, Global City Deputy Mayor for Political Affairs Nam Young-hee, the head of the Urban Railway Construction Headquarters, the head of Seohae District Office, and 17 administrative support staff.
The meeting proceeded with an opening declaration, followed by the presentation of letters of appointment, the election of officers, and an explanation of future operating methods and activity guidelines. The officers, chosen by mutual vote among the members, elected one overall representative and section leaders, establishing a systematic framework for their activities. In-depth discussions were held on effective on-site inspection measures and the establishment of a safety management system.
Going forward, the Citizen Watchdog Group will accompany monthly on-site inspections by construction section, focusing on fact-checking matters such as the opening schedule, the installation of safety facilities, and the progress of construction. Rather than simply receiving reports on outcomes, members intend to see with their own eyes how construction is proceeding in the areas where they actually live.
The Urban Railway Construction Headquarters plans to strengthen a ‘citizen-felt, field-centered management system’ by sharing construction progress without omission through regular on-site inspections and periodic meetings, and by promptly reviewing and processing residents’ opinions raised in the field in accordance with relevant procedures. The city intends to institutionalize the group beyond a channel for gathering opinions, turning it into a ‘public-private joint communication bridge’ that verifies on-site transparency and takes direct part in city administration. It will also establish a ‘two-way, standing communication system’ that does not merely receive the group’s requests but returns the results of measures taken after technical and administrative review by relevant agencies.
The Cheongna extension line is a large-scale urban railway project that shapes local transportation conditions, and whether it is delayed and how safety is managed are directly linked to residents’ daily lives. The operation of this watchdog group is significant in that residents step forward as inspection agents, moving away from the previous approach in which the administration unilaterally announced progress.
Global City Deputy Mayor for Political Affairs Nam Young-hee said, ‘The watchdog group is a key communication channel connecting city administration and the local community, as well as a reliable partner.’ She added, ‘Incheon will actively reflect the valuable opinions the group proposes, communicate continuously with citizens, and concentrate all administrative capacity on transparent and trusted railway construction.’
