The Ganseok 1-dong Administrative Welfare Center in Namdong-gu, Incheon, announced on the 13th that resident volunteers and skill donations have transformed an aging, underused space in the neighborhood into a place people actually want to visit and linger.

Earlier this month, residents painted a mural on the worn outer wall of the police substation next to the welfare center’s main entrance and placed potted plants around it, bringing life to what had been a bleak corner. Residents took part directly in painting a plum-blossom mural and tending the plants, and the front yard of the welfare center has since become a space for neighbors to connect with one another.
The center also created a “shared gallery” in an unused space on the first floor, displaying artwork by students from Incheon Arts High School, a partner institution of the local village education council. The welfare center has grown beyond a place for handling administrative paperwork into a cultural space where residents can appreciate art and comfortably spend time.
Through these space improvements, Ganseok 1-dong is building an environment where residents at risk of social isolation, including those at risk of dying alone, can visit the welfare center without hesitation and naturally reconnect with their community.
Kim So-young, head of the Ganseok 1-dong office, said, “Through spaces residents have shaped with their own hands, I hope the welfare center becomes a place where residents can comfortably come, meet one another and talk,” adding, “We will keep building a warm community together with residents.”
