The city of Incheon is accelerating consultations with the central government to have the ‘Daejang-Hongdae Line Cheongna Extension’ — a long-cherished wish of residents in the northwestern part of the city — reflected in the 5th National Railway Network Construction Plan. On August 21, Incheon Mayor Park Chan-dae met with residents’ representatives from Gyeyang-gu, received a petition signed by some 7,000 people, and shared the current status of the project.

The city of Incheon (Mayor Park Chan-dae) announced that on August 21, Mayor Park Chan-dae held a meeting with five residents’ representatives from Gyeyang-gu, including members of the Committee for the Cheongna Extension of the Daejang-Hongdae Line, and received a residents’ petition calling for the ‘Daejang-Hongdae Line Cheongna Extension’ project to be included in the 5th National Railway Network Construction Plan.
The Daejang-Hongdae Line Cheongna Extension is a route that would connect Daejang in Bucheon — the terminus of the Daejang-Hongdae Line (Hongik University Station to Daejang, Bucheon), which is being pursued as a private investment project — to Cheongna International City by way of Jakjeon Station. It was previously reflected in the 4th National Railway Network Construction Plan in 2021 as an ‘additional review project (Seoul Line 2 Cheongna Extension),’ and has long been regarded as a cherished wish of residents in Incheon’s northwestern region, who have been relatively marginalized in the railway network.
The Committee for the Cheongna Extension of the Daejang-Hongdae Line, made up of residents of apartment complexes along Bongoh-daero in Gyeyang-gu, recently submitted a petition signed by 7,072 people to the Ministry of Land, Infrastructure and Transport. On the 8th, the group also held a rally along a 1.3-kilometer section of Bongoh-daero in the Jakjeon-Seoun area, urging the inclusion of the Cheongna extension, in a strong push for the project. The residents’ successive moves — signing the petition, holding the rally, and then meeting with the mayor — reflect their judgment that the drafting of this plan could be a watershed for realizing the project.
At the meeting, the residents’ representatives asked the city to play an active role in ensuring that the project is included in the 5th National Railway Network Construction Plan. In response, Mayor Park Chan-dae explained that Incheon has requested the Ministry of Land, Infrastructure and Transport to include five projects in the plan: ▲the GTX-D Y-branch and E lines ▲the Daejang-Hongdae Line Cheongna Extension ▲the extension of the Incheon-origin KTX to Incheon Airport ▲and the Incheon New Port Line. He also emphasized that he has been holding continued consultations with the government, including meeting with Land, Infrastructure and Transport Minister Kim Yoon-deok to propose the project’s inclusion.
Mayor Park Chan-dae said, ‘I share the view that Incheon’s northwestern region has long been marginalized when it comes to railways,’ adding, ‘Through inclusion in the 5th National Railway Network Construction Plan, we will work to expand Incheon’s mega-regional transportation network, and since this is a long-term task, we will also take care of transportation measures such as buses and roads along the way.’
Meanwhile, the government plans to announce the 5th National Railway Network Construction Plan (2026-2035), drawn up every ten years for the nation’s balanced development and the efficient construction of the railway network, during the second half of this year. The outcome is drawing attention, as the wide-area transportation conditions for northwestern residents are expected to change significantly depending on whether the project is included in this plan.
