The Ministry of Science and ICT (Deputy Prime Minister and Minister Bae Kyung-hoon) and the Korea Asset Management Corporation (President Jung Jung-hoon) announced that they held the groundbreaking ceremony for Phase 1 of the Songpa ICT Security Cluster on August 25 at the site of the Central Radio Management Service in Songpa-gu, Seoul.
The ceremony was attended by some 150 people, including Ryu Je-myung, Second Vice Minister of Science and ICT; Song Ki-ho, Third Deputy Director of the Office of National Security; Seo Kang-seok, Mayor of Songpa-gu; Jung Jung-hoon, President of the Korea Asset Management Corporation; Sohn Byeong-hwa, Chair of the Songpa-gu Council; and local residents. Nam In-soon, Vice Speaker of the National Assembly, and Song Ki-heon, Chair of the National Assembly’s Science, ICT, Broadcasting and Communications Committee, delivered congratulatory remarks by video. The event proceeded from the opening declaration to a progress report on the project, commemorative and congratulatory addresses, and the groundbreaking ceremony.
The Songpa ICT Security Cluster is a mixed-use redevelopment project that will consolidate radio and information-protection organizations, private office facilities, and commercial facilities on roughly 50,000㎡ (precisely 50,154㎡, at 234 Songpa-daero) at the site of the Central Radio Management Service, an agency under the Ministry of Science and ICT. The plan aims to strengthen the nation’s ICT security capabilities and create a new growth hub for the digital industry. The project is divided into three phases: Phase 1 to build the Central Radio Management Service headquarters and a radio-testing facility, Phase 2 to develop public office facilities and public-contribution facilities, and Phase 3 to introduce general office, commercial, and residential facilities.
Phase 1, which broke ground this time, is being carried out on commission by the Korea Asset Management Corporation with an investment of 60.9 billion won from the State Property Management Fund, on a site of 8,819㎡ with a total floor area of 13,560㎡. Alongside a state-of-the-art new headquarters for the Central Radio Management Service with two basement levels and seven above-ground floors, a radio-testing facility called the ‘Radio Playground’ will be established. The Radio Playground is a facility where small and medium-sized enterprises and venture firms can freely test and verify a wide range of products that make use of radio waves, and it is expected to broaden the region’s foundation for innovative start-ups.
Phases 2 and 3 will be pursued after Phase 1 is completed. Phase 2, with a total project cost of 262.4 billion won, will house public office facilities (two buildings) and public-contribution facilities occupied by radio and information-protection organizations such as the Korea Internet & Security Agency’s Internet Incident Response Center and the Korea Radio Promotion Association’s Radio, Broadcasting and Communications Training Institute. It is scheduled to proceed from the first half of 2029 to the second half of 2032, financed through KAMCO’s own funding. Phase 3 will be filled with private facilities such as linked general office facilities, commercial facilities, and officetels, with its cost and timeline yet to be finalized.
For residents, the transformation of the management service site, which has long overseen radio resources, into a mixed-use space blending the security industry, start-ups, and commercial and residential functions is expected to bring lasting changes to the local economy and living conditions.
In his commemorative address, Second Vice Minister Ryu Je-myung said, ‘This groundbreaking is the first step toward reborning a historic ground that has long managed the Republic of Korea’s radio resources as the mecca of the nation’s ICT security,’ adding, ‘We will spare no administrative or financial support so that the Songpa ICT Security Cluster is completed successfully, so that the nation’s ICT security capabilities take a leap forward and it becomes a new growth hub for the digital industry.’
