The Ministry of Science and ICT (Deputy Prime Minister and Minister Bae Kyung-hoon) and the National IT Industry Promotion Agency (NIPA, President Park Yun-kyu) announced that they are launching the ‘ICT Regulatory Sandbox Rapid Regulation Check Service,’ which allows companies to quickly determine, through generative artificial intelligence (AI), the regulations that apply to new technologies and services and whether licenses or permits are required. Starting August 25, applications for usage passes valid through the end of the year will be accepted from interested companies.

The Ministry of Science and ICT and NIPA will provide the service to a total of 300 interested companies, including applicants to the ICT regulatory sandbox. The core aim is to help companies quickly identify, on their own, regulatory information related to their new technologies and services.
The service was introduced against the backdrop of rapid changes in the industrial environment. As information and communications technology (ICT), including AI, advances rapidly and convergence across industries spreads, it is increasingly common for a single new technology or service to be subject to a complex mix of laws and regulations spanning multiple government ministries. This has heightened the need to check relevant regulations accurately and quickly from the earliest stages of a business, yet for early-stage companies unfamiliar with legislation and specialized regulatory terminology, doing so has been a considerable burden.
Before the full rollout, the Ministry of Science and ICT provided a two-week trial from July 29 to August 12 to 30 ICT regulatory sandbox applicant companies that wished to take part. After refining the service based on the feedback gathered during this process, it will provide usage passes valid through the end of the year to interested companies beginning August 25. Passes can be applied for through the ICT regulatory sandbox website (www.sandbox.or.kr).
The passes will be offered on a first-come, first-served basis to a total of 300 companies, including those in the trial, with each company allowed 100 questions per month. The number of supported companies and the number of allowed queries may be adjusted depending on application and usage trends.
The practical significance of this service lies in lowering the threshold for checking regulations. Even early-stage companies unfamiliar with legislation and regulatory terminology will be able to easily check regulatory information related to their own services, which is expected to significantly reduce the regulatory burden they have faced from the business-planning stage. The Ministry of Science and ICT plans to link the service with the ICT regulatory sandbox system so that, when a company whose regulations have been clarified seeks to actually pursue its business, it can be supported all the way to a swift market launch.
Hong Seong-wan, Director-General for Information and Communications Policy at the Ministry of Science and ICT, said, ‘As the advancement of new technologies such as AI and convergence across industries accelerate, it is more important than ever for companies to quickly check relevant regulations in the early stages of their business.’ He added, ‘We will actively use generative AI to reduce companies’ burden of checking regulations and, where necessary, provide smooth support that leads to ICT regulatory sandbox consultations and applications.’
Inquiries can be directed to the Digital New Industry Institutions Division of the Ministry of Science and ICT (044-202-6113) or the Regulatory Innovation Team of NIPA (043-931-5450).
