The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that it will conduct the 50-day ‘Guidance and Inspection of Cadastral Survey Work 2026’ from September 1 to October 20 in order to enhance the accuracy and reliability of cadastral survey work and to secure the quality of its results.

A cadastral survey is an administrative process that determines the boundaries and area of land, and its outcome connects directly to the property rights of individual citizens. If an error occurs in survey results, it can escalate into land boundary disputes or financial losses, which is why quality control of survey results is regarded as a core task underpinning trust in cadastral administration. This inspection focuses on securing such transparency in cadastral administration.

The inspection will be operated under a joint inspection system involving the city, its 10 counties and districts, and the Economic Zone Authority. The aim is to further raise the fairness of the inspection by having multiple agencies take part jointly.

The key points of inspection fall broadly into three categories. First, of the 1,790 cadastral survey results processed over the past year, 394 will be selected as samples for a rigorous accuracy check. Second, for the 31 projects subject to cadastral confirmation surveys, their management and implementation status will be verified in writing. In addition, the 11 cadastral survey firms registered within the jurisdiction will be visited directly to check on-site whether they meet the registration standards, including their personnel, equipment, and office operations.

Incheon plans to reflect the inspection results in the performance evaluations conducted by the Ministry of Land, Infrastructure and Transport and by the counties and districts, in order to enhance the effectiveness of the inspection. The city intends to raise the accountability of the relevant agencies by linking the inspection results to these evaluations.

Lee Won-ju, director general of the city’s Urban Planning Bureau, said, ‘This guidance and inspection is a highly important process that elevates the accuracy and reliability of cadastral surveys to a new level and protects citizens’ precious property rights,’ adding, ‘Through thorough and fair inspection, we will continue to provide seamless cadastral administration services.’
