The city of Incheon has preemptively suspended excavation work at the Station 006 section of Construction Zone 6 on the Seoul Metro Line 7 extension to Cheongna International City and launched a detailed cause investigation, after monitoring readings there exceeded control standards on June 22. The city says it will prioritize citizen safety over pushing the work through by force.

The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that it has suspended excavation at the Station 006 section of Construction Zone 6 on the Seoul Metro Line 7 extension to Cheongna International City and is carrying out safety measures, after ground subsidence and groundwater level readings exceeded the control standards set in the underground safety assessment during excavation. The suspension has been in effect since June 22.
The Station 006 section is a site where ground subsidence occurred during earlier excavation, halting construction for 22 months. Following a thorough review of ground stability and reinforcement measures, the city resumed work last August. Since then, it has maintained on-site safety management by monitoring groundwater levels, subsurface displacement, ground subsidence and structural deformation in real time.
When ground subsidence readings reached the control threshold this past June, the city immediately halted work in the section in line with the manuals and response measures set out in the underground safety assessment, and launched a joint on-site inspection by experts along with a cause investigation. It was a preemptive step to block potential hazards in advance and ensure citizen safety.
The first on-site inspection, conducted immediately after the suspension, found no notable signs of abnormality visible to the naked eye. To pinpoint the exact cause, the city has carried out detailed surveys including ground-penetrating radar (GPR) exploration, gravity surveys and additional ground investigations, and it plans to resume construction after establishing safe-construction measures based on the results.
The measure is a procedure for managing hazards at the excavation site at an early stage. At the same time, because it involves a section with a history of prolonged suspension due to past ground subsidence, it carries significance in that it is directly tied to the everyday safety of nearby residents. The city explained that the safety measure is limited to the station section and that work on the main line is proceeding normally.
Jang Doo-hong, head of the city’s Urban Railway Construction Headquarters, said, ‘Given the section’s history of ground subsidence, we have continuously monitored key readings since work resumed, and this exceedance of the standard likewise prompted us to halt excavation immediately and conduct a cause investigation in accordance with the manual.’ He added, ‘This measure is a safety step limited to the station section, and work on the main line is proceeding on schedule without disruption.’
He went on, ‘No irregularities have been found in on-site inspections so far, but we will carefully identify the cause and resume construction only after safety has been fully secured,’ emphasizing, ‘We will minimize any further delay in the schedule by carrying out thorough site management and process management in parallel.’
