The Ministry of Science and ICT (Deputy Prime Minister and Minister of Science and ICT Bae Kyung-hoon) held a business briefing for the ‘Cybersecurity-Specialized AI Model Development’ project on September 22 at 3 p.m. in the Sapphire Ballroom on the third floor of The Grand Lotte Seoul, where it heard the development plans of the selected Naver Cloud consortium. The project aims to secure a homegrown artificial intelligence security model that can be deployed directly at real security sites, with the goal of strengthening the nation’s ability to respond to increasingly sophisticated cyber threats.

Given the strong interest in cybersecurity both at home and abroad, the briefing was conducted in a format that opened the company’s development plan presentation to the press corps. It is unusual for the government to share a specific operator’s development blueprint with the media, a reflection of the growing national importance of the cybersecurity field.
Naver Cloud, the lead company of the consortium, set as its goal the development of ‘a cybersecurity AI model of our own that can be trusted and used with confidence.’ Its vision is to combine the data accumulated on the ground by domestic security firms with the defensive know-how of experts to build a ‘cyber shield’ that can be deployed immediately at national core facilities and industrial sites. This signifies an intent to secure independent capabilities in the field of security AI, which has relied on foreign technology, and to back the defense systems of facilities directly tied to national security with homegrown technology.
In the free discussion that followed, lively exchanges took place, centered on the consortium participants, over strategies for securing the competitiveness of the specialized cybersecurity model and requests for government support. In effect, a structure was established in which the government and the private sector jointly coordinate the support measures needed from the development stage onward.
In his opening remarks, Deputy Prime Minister Bae Kyung-hoon stressed that 〈establishing AI security sovereignty and securing our own AI security model as a strategic security asset are essential, and since whether a nation possesses frontier AI capabilities will determine its future—even amid the recently emerging calls to slow down AI—we must continue to take bold challenges rather than ease off the pace〉. He went on to say that 〈the goal of this project is to boldly and swiftly develop a world-class model that can be used immediately at actual security sites in order to respond promptly to the cyber threats we face〉.
Deputy Prime Minister Bae also said, 〈The government plans to join forces with the cybersecurity specialized model development consortium and to consider and actively support everything, including infrastructure support, securing competitiveness, and utilization and diffusion〉, adding, 〈Through this project, I ask the public and private sectors to pool their strengths so that we can build a Korean AI that leads AI innovation on a foundation of safety and trust〉.
This project is aligned with the national agenda item ’23-4: Building a Robust Digital Security and Safety System to Sustain the AI Era.’ As artificial intelligence technology spreads rapidly across all industries and cyberattacks exploiting it grow more sophisticated, the development of a homegrown security-specialized model is expected to serve as an opportunity to further strengthen the safety net protecting personal information and key infrastructure.
