The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that, starting October 1, it will issue an additional 1,648 Youth Culture and Arts Passes worth 150,000 won each, on a first-come, first-served basis, to young people aged 19 to 20 who were born in 2006 and 2007.
The Youth Culture and Arts Pass is a program that subsidizes admission fees for cultural and artistic events, helping young people grow into active participants in cultural consumption. Now in its third year, the program has been expanded this year to cover those aged 19 to 20, up from the previous eligibility limit of 19, widening the pool of young people who can benefit.
The range of eligible genres and the convenience of use have also been strengthened. Film and books, both highly popular among young people, have been newly added to a scope that previously centered on performances and exhibitions. The number of partner ticketing outlets has likewise grown from two — NOL and YES24 — to a total of nine, including Megabox, CGV, Lotte Cinema, Ticketlink, Melon Ticket, Seojeom On and YES24 Books, allowing users to enjoy cultural activities in the way they prefer.
However, last year’s beneficiaries and young people who already received and used a pass in the first half of this year are excluded from this additional round of issuance. The city had earlier provided passes to 14,823 people in the first half of the year.
The passes may be used from the date of issuance through December 31 of this year. Applications can be made on the official Youth Culture and Arts Pass website (https://youthculturepass.or.kr/kr/main.do), and further details are available from the Arts Council Korea (061-900-2200).
This additional issuance is significant in that it offers practical viewing opportunities to young people, who can easily find the cost of attending cultural and artistic events burdensome. In particular, the expansion of coverage to include film and books has diversified the avenues through which young people can engage with culture in their daily lives.
Park Hyeok, head of the city’s Culture Policy Division, said, ‘We hope that more young people will experience the joy and sense of ease that culture and the arts can bring through the Youth Culture and Arts Pass,’ adding, ‘We will continue to work toward creating an environment in which local young people can enjoy culture and the arts more closely and without financial burden.’
