Incheon's Yeongjong-gu District (Mayor Son Hwa-jeong) will extend the lunchtime suspension of illegal parking enforcement by 30 minutes starting on the 20th. Until now, enforcement was suspended only from noon to 2 p.m. Going forward, the start time will move up to 11:30 a.m., so enforcement will be suspended for a total of two and a half hours. The district announced the policy on the 15th.

The measure aims to support local businesses and ease the inconvenience for customers visiting shops with limited parking. Because the grace period will now begin at 11:30 a.m., when the lunch rush starts, restaurants and other businesses that depend on lunchtime sales are expected to find it easier to serve customers.
The district described the extension as one of the livelihood stabilization measures introduced by Yeongjong-gu's ninth popularly elected administration. The plan is to help small business owners facing falling sales amid the economic downturn and to make it easier for residents and visitors to reach local shops, boosting local consumption and the economy. The district expects the change to bring back consumers who had hesitated to visit shops because of parking concerns.
During the grace period, enforcement will be fully suspended. This covers checks by enforcement officers using handheld devices (PDAs), fixed CCTV cameras and vehicle-mounted mobile CCTV units.
However, parking will not be allowed everywhere. The six zones where illegal parking is prohibited are excluded from the grace period and will be subject to enforcement at all times: fire hydrants, crosswalks, intersection corners, bus stops, sidewalks and children's protection zones. Even outside these zones, vehicles that threaten traffic safety or obstruct traffic flow will be subject to enforcement. The measure is seen as balancing support for local businesses with the safety of pedestrians and drivers.
"I hope this expansion of the lunchtime enforcement grace period will provide real help to local businesses and make shopping more convenient for customers," Mayor Son Hwa-jeong said. "I ask for residents' active cooperation so that proper parking practices can take root."
For the extended grace period to be effective, drivers must respect the no-parking zones and safety rules. The key questions are how much the 30-minute lunchtime extension will help small businesses recover their sales, and whether it can take hold alongside orderly parking practices.
